Scott Brownrigg’s new masterplan for the International Sports Village (ISV) at Cardiff Bay has been unveiled. The proposal will complete the development that the Practice has been involved in since 2012.

ISV currently includes the Cardiff International Water Rafting Centre, the International Swimming Pool and the Ice Arena Wales, home to the Cardiff Devils, designed by Scott Brownrigg and completed in 2016.

Our new masterplan will provide a 333-metre velodrome with a clubhouse, spectator stand and bike storage, together with a new zip wire tower, a large bike shop, food, drink and retail space, additional car parking and space for further new adventure sport and leisure attractions.

A one-kilometre long closed-loop circuit will enclose the site for cycling, running and scooter/ roller blading; initially 3 metres wide it will have flexibility to expand to 6 metres for competitions.

“The masterplan looks at a deliverable set of new functions that weave these in and around the existing facilities in a coherent and legible way. It also embraces the idea that the place can develop and change over a number of years to accommodate shifts in sporting and cultural requirements. By using things and materials that are often perceived as temporary (shipping containers, steel mesh etc) and transforming them into a language of place and permanence, we have tried to create an environment and architecture that is fun, vibrant, sustainable and relevant to the community and requirements of the city.”

The new Velodrome, once approved, is anticipated to complete by the end of 2022. Whilst the wider masterplan is currently being considered by Cardiff Council’s cabinet and is subject to land deal negotiations and funding being in place.

In 2001, the Council set out to progress the development of the £240m International Sports Village as the centrepiece of Cardiff’s plans to become a regional capital of sporting excellence.

Cabinet member for investment and development, Russell Goodway said:

“The council started the regeneration of this land in the Bay in 1999. It has proven to be a complex, long-term project involving extensive land reclamation and remediation works and significant infrastructure investment.

However, these new plans could see a velodrome opened by 2022 and a raft of exciting new sports attractions delivered to complete the attraction, bringing an exciting new space to Cardiff for residents and visitors to enjoy”.

The adjacent 6.3 hectare residential development, Cardiff Pointe was also designed by Scott Brownrigg. The development won Inside Housing’s Best Urban Residential Development Award in 2017.
